Emirates Authority for Standardization & Metrology (ESMA) is a UAE Federal Authority formed by UAE Government. ESMA was formed to act as a regulatory authority and govern the Certification of certain regulated products that are sold in the UAE.
ESMA will oversee the product quality and adoption of international standards by the manufacturers and traders. It emphasizes the practice of continuous improvements in the manufacturing processes to ensure consistent product quality.
ESMA has established Technical Committees to monitor quality management in the sectors such as food products, construction, and building materials, electrical and electronics, chemical and plastic, mechanical products, petroleum products, IT products, etc.
Accreditation Systems from ESMA, UAE
ESMA has two Accreditation systems the Emirates National Accreditation System (ENAS) and the Emirates Quality Mark (EQM) for ensuring product quality is maintained as per international standards. There are designated Notified Bodies authorized by ESMA to issue the Certificate of Conformity (ECAS) and the Emirates Quality Mark (EQM) for imported products on behalf of ESMA. Local and imported products are verified for compliance against International Standards.
Under the regulatory purview of ESMA, the Emirates National Accreditation System (ENAS) accredits the conformity assessment bodies and oversees the Emirates Quality Mark (EQM).
ESMA also oversees the Issue of the Certificate of Conformity (ECAS) for the traders and manufacturers of regulated products.
Issue of the Certificate of Conformity (ECAS)
According to the technical requirements of the product and its compliance with the Emirates Confirmation Assessment Scheme (ECAS), the Emirates Authority for Standardization & Metrology (ESMA) issues the Conformity Certificate. The Certificate of Confirmity will be issued for those products that are compliant with the Emirates Confirmation Assessment Scheme.
ECAS is a regulatory framework of quality practices complying with International Standards. ECAS Certificate will be issued after reviewing the quality conformity for products that are to be sold in the UAE.

Emirates Conformity Assessment Scheme (ECAS) Certification– Notes
- The ECAS Certification is valid for one year and subject to annual renewal
- Suppliers must register the products and obtain Certificate of Conformity before selling in the UAE
- ECAS Certificate will be of help to clear shipments from the Ports and for the Customs Checks
Emirates Quality Mark
The EQM is a Conformity mark granted to products that comply with international standards of Quality Management System and Continuous improvement. EQM is a Voluntary Certificate valid for 3 years (For Bottled Drinking Water it is mandatory to have it).
With the EQM Certificate, the products are testified to demonstrate compliance with International Quality Standards. The manufacturer has implemented an effective quality management system to ensure continuous compliance.
EQM involves a comprehensive evaluation of the product as well as the quality system used by the manufacturer in production via auditing, testing, and inspection. The mark is to be printed in the certified product as proof of compliance and approval by the Federal government through ESMA.
